The women were not making a protest against anything, they just made a light hearted remark which got into the Press. As they were representing a Sporting Body in an International forum at the time, that body can do pretty much whatever it wants regarding their "prank".
If an employee did the same thing, that employee would probably face similar sanctions if it affected the company's business.
Being imprisoned for displaying the sign as a protestor at a demonstration might be a good example of censorship and anti-democratic policies, but this isn't, in my opinion.
